A 没有 B + Adj means "A is not as [adjective] as B." This is the standard negative comparison structure.
Negative comparison - A is less X than B
Humble statements - I am not as good as you
Often interchangeable with 不如 (more formal)
I am not as tall as him.
This is the preferred way to negate comparisons - more natural than 不比.
没有 vs 不比
- 没有 = clearly "not as X as" (preferred)
- 不比 = "not more X than" (can be ambiguous)
Can add 这么/那么 for emphasis
- 我没有他那么高 = I am not THAT tall (as him)
Question form: A 有没有 B + Adj + ?
- 你有没有他高?
I am not as tall as him.
Today is not as cold as yesterday.
This book is not as interesting as that one.
