對 N 來說 / 而言 sets perspective: for N / from N viewpoint. It frames evaluation criteria relative to a person/group/domain.
Perspective frame - whose standpoint the statement uses
Evaluation-friendly - often followed by easy, important, difficult, fair, etc.
Register variation - 而言 is slightly more formal than 來說
