從來沒 + V/Adj + 過 says something has never happened at any time up to now. It emphasizes total absence of experience or occurrence.
No experience ever - most often with verbs + 過
Never reached a state - can be used with adjectives (e.g., 從來沒這麼忙過)
Strong contrast with now - often used when current situation is surprising
