-기로 하다 expresses making a decision or plan to do something. It's used when you've made up your mind about an action.
Personal decisions - Choices you make for yourself
Agreements - Decisions made together with others
I decided to go to Japan next year.
Let's decide to meet tomorrow.
Use -기로 하다 for decisions you control. For external circumstances or things that just happen, use other grammar like -게 되다.
-기로 하다 = decide to do
- 가기로 했어요 (decided to go)
-기로 되다 = it was decided (by others)
- 가기로 됐어요 (it's been decided I'll go)
Past tense 했어요 for completed decision
I decided to go to Japan next year.
Let us decide to meet tomorrow.
I decided to quit smoking.
