不就...吗 is a rhetorical question pattern meaning "isn't it just...?" It implies something is obvious, simple, or not a big deal.

Two main uses:

2. Downplaying something:
It's just being a few minutes late, right? Don't be angry.
Tone note: This pattern can sound dismissive or slightly impatient. Use carefully - it implies the listener should already know or shouldn't make a fuss about something.
